
Bernie Kluger brings a rare combination of communications savvy and operational insight to complex problem-solving. He has led strategic realignments, crisis recoveries, and major capacity-building initiatives in government, higher education, and the private sector.
Bernie’s leadership at multiple government agencies has built organizational capacity, reduced costs, and enabled organizations to respond to high-profile crises. Most recently, Bernie served as enterprise lead for organizational effectiveness and workforce development at the US Department of Agriculture. At USDA, Bernie tackled complex multi-stakeholder negotiations that delivered results for the public, including a nationwide hiring surge that powered a $40 billion expansion in operational capacity.
Earlier in his career, Bernie co-founded the University of Puerto Rico Resiliency Law Center and launched venture-backed technology companies that have driven innovation in secure online messaging and student health management. He holds degrees from Williams College and Columbia Business School and lives with his family on Capitol Hill in Washington, D.C.
